TV-Company Aisi License – from Iberia TV to Teleimedi

Iberia TV LLC owners request return of broadcasting license.  At 2 April press-conference the Company lawyers stated that they have already lodged an appeal to the Prosecutor’s Office requesting investigation of the case.  Currently the given license is in ownership of Georgian Media Production Group LLC, which is also the owner of TV-Company Imedi.

Iberia TV LLC owners request return of broadcasting license.  At 2 April press-conference the Company lawyers stated that they have already lodged an appeal to the Prosecutor’s Office requesting investigation of the case.  Currently the given license is in ownership of Georgian Media Production Group LLC, which is also the owner of TV-Company Imedi. 

Scandal around Iberia TV started in February 2004 when law enforcers conducted search in the central office of the firm Omega and in all private companies owned by it.  Omega also owned TV-Company Iberia. 

Iberia TV Reorganization

Iberia TV owners have claims for license #702 which was owned by the given Company until 2004. 

According to the Business Registry data at that time the TV-Company was owned by several firms – Omega Motors LLC (owner of 25% of shares), Director Alexander Latsabidze; he also represented Orimount Properties Inc. registered at Virgin Islands and which owned 25% of Iberia TV; 25% was owned by Mooven International LLC also registered at Virgin Islands (Nikoloz Asanidze; another 25% of shares was in ownership of David Kakauridze. 

7 December 2004, by decision of the Partners reorganization of the Company was launched and as result TV-Company Aisi was separated from it.  According to the minutes of meeting the broadcasting license also went to TV-Company Aisi and David Kakuridze became its owner and Director. 

Aisi took liability for the license fee of GEL 39,433 as set by the Georgian National Communications Commission.  In two days Aisi also approved the new Statute and indicated in it general broadcasting throughout the territory of Georgia.  Later, 24 February 2006 Kakuridze soldl his share to Badri Nizharadze and appointed him as Director.  In 2006 his Company owned 78% of Rustavi 2 Broadcasting Shares which he bought from businessman Kibar Khalvashi. 

12 September 2007 Bidzina Nizharadze sold his 100% of shares to Joseph Mgeladze.  Mgeladze is Director of UCG Green Power LLC.  The given Company owns 51% of Tabula magazine.  According to the business registry Mgeladze is owner and Director of ten other Companies. 

TV-Company Aisi LLC

Joseph Mgeladze was the one who for several next years owned TV-Company Aisi LLC and he was obliged to pay the remaining license fee, although 29 March 2013 GNCC decision shows that Aisi has not been paying the fee since 2009 and the total debt exceeded GEL 19,000.  Despite that the GNCC reacted to the given fact only in 2013 and fined Aisi with GEL 2,500. 

In 2009 Aisi requested modification of the license.  GNCC satisfied its request and gave it B106 license and the channel became music-entertainment channel.  Still, it is unknown since 2004 when Aisi received the license until 2012 what types of programs were being aired via the frequency owned by it. 

According to the information requested by Media.ge from the GNCC in 2012, Aisi broadcasted before that also and “the fact of suspension of activities set force by the license (during 120 days in a year, or continuously over 3 months) has not been detected.”  GNCC did not specify under what name TV-Company Aisi LLC broadcasting during that time. 

Georgian Media Production Group

Georgian Media Production Group appeared as owner of Aisi in February 2012.  At first Joseph Mgeladze gave up his 100% (including the license) shares to Georgian Media Group and then left the post of Director of Aisi also.  At the post of Director he was replaced by a citizen of Lithuania David Vardize.  At that time Georgian Media Production Group already owned Imedi TV and one of its owners was former Minister of Economy Giorgi Arveladze. 

In spring 2012 at the purchased frequency Imedi launched Play TV which aired only championships in gambling games. 

1 June 2012 was launched online gambling website playadjara.com, which is officially owned by Casino Adjara LLC.  Logos of the website and of Play TV were practically identical. Playadjara.com confirmed to media.ge that Play TV was its TV-Company, although ownership was not confirmed juridical. 

TV-Company Imedi

In fall 2012, widow of deceased businessman Badri Patarkatsishvili, former owner of Imedi TV Ina Gudavadze returned the channel all of the sudden.  Giorgi Arveladze sold Georgian Media Production Group to her for Gel 3.  Ina Gudavadze also became owner of Aisi TV-Company LLC and its frequency, B106 license. 

Mariam Japaridze is the current Director of Iberia TV LLC.  She is the one starting legal dispute for returning the frequency.  In parallel Imedi has appealed to the GNCC requesting handover of Aisi-owned frequency.  Iberia TV owners requested the GNCC to suspend the given process.  According to the GNCC press-secretary Khatia Kurashvili, at the session which is to be held 5 April, Iberia TV has also been invited as an interested party.  Finally Iberia TV frequency is in Imedi ownership.  Georgian Media Production Group also had to pay the accumulated license fee. 

Imedi-produced content is being aired at Aisi-owned frequency now.  Imedi owners have not commented to the given issue yet.
